Mood Fabrics has many free patterns and most go up to ~63” hip.  There are sometimes drafting problems especially for larger sizes so we don’t often recommend them unless we have tested.  However, it was the only source of free Menswear patterns in this size range that I could find aside from a few T-shirt patterns.  Here is a link to Menswear/unisex. Here are the Woodsia shorts, which Jim would LOVE.

That is however where I discovered the Rational Dress jumpsuit, and I’ve never seen it mentioned anywhere else. Jess should have been given credit for her pioneering efforts, especially at a time when your narrow criteria would have been pretty meaningless

A correction – quite easy to go from a4 or letter to projector using PDF stitcher, a free tool. Also, you can use the measure tool in the free Acrobat to see what finished measurements will be without having to print. And love the show 🙂

Unleashed patterns has a new free hoodie pattern, past 80” hip.

Also, Petite Stitchery has 2 knit pant patterns, a hoodie, a crop tee, swing tank and a dress, and bunches of non-clothing and kids stuff for free. Up to 61-1/4” hip. I am forever looking for appx 70” hips for loved ones, so I adore Unleashed.
